Google Drive Download Quota Exceeded
Workaround available Web Updated October 21, 2026
Quick answer
'Download quota is exceeded' means too many people downloaded that shared file recently, so Google locked downloads of it for about 24 hours. Make a copy (or shortcut) in your own Drive and download that, or wait a day.
Most likely fix: Make a copy in your own Drive.
Symptoms
Opening a shared file's download link shows 'Sorry, you can't view or download this file at this time. Too many users have viewed or downloaded this file recently.'
Why it happens
- The shared file was downloaded by many users in a short time
- Google's anti-abuse limit locks downloads of that single file for about 24 hours
- The limit is per file, not per account, and the counter isn't visible
How to fix it
Try these in order — the most common fix is first.
1. Make a copy in your own Drive
- Sign in to your Google account
- Open the shared file link
- Choose File > Make a copy (or right-click > Make a copy) and save it to a folder in your Drive
- Open your copy and download it with right-click > Download
2. Add a shortcut and download from a folder
- On the shared file, choose Add shortcut to Drive and pick a folder
- In My Drive, right-click the folder containing the shortcut and choose Download
3. Wait about 24 hours
- The lock usually clears on its own after roughly a day
4. If you own the file: re-share a fresh copy
- Right-click the file > Make a copy
- Share the copy instead; set General access to Restricted and add only the people who need it
- For wide distribution use a dedicated file host or request-access form
